Perhaps in the governments eyes, these people will be free to have the temporary option reversed without the governments consent?

Surely though if it was a plan to De-populate, then they’d offer the same service to others, or force this upon those who have abused kids, and so on? Not just those who are addicts? Maybe they’re thinking of the safety of the children born with the addiction, who will only end up in care anyway as a result of being brought into the world by a parent who won’t be in a position to look after them..

I think Woo was trying to be clever but there are other liquids not just water.
So perhaps stating liquid water was a way of distingushing it from other liquids?
