It is not based on a newspaper headline, it is what I have observed personally. And, I don’t know how it can happen…..but it does, and as I stated, I do not know how they qualify.

There are far too many people who cannot negotiate the reams of paperwork and endless interviews and proofs that are required to obtain the bare minimum for existence in our careless society. If they are lucky enough to have family members or friends to help them, they can make headway, but many are literally left out in the cold.
