Firstly, I would warn them that if they got caught up in the looting I would have NO hesitation in shopping them in.

If that doesn’t work, and I found they HAD been looting, my next action would be to drag them to the police station with the stolen goods, or calling the police myself.

I have shopped friends for breaking the law and would do it to my family too.
