I’d be happy if we went back to first principles. I’ve been at variance with the site rules myself on occasion, but I’d support a return to full moderation – including warnings and bannings for posting indecent pictures and foul and racist language.

I’m not sure you can. You can make it less fun for the flamer by everyone making a conscious effort not to respond to it in kind, or at all ideally. Then we’re left at the mercy of the moderators to remove it in as timely a fashion as they can manage.
