Immigration and Visa question

I am engaged to a man from Uruguay. He has been coming back and forth on an H2-B visa. Normally, he is home by now and we planned on getting married when he returned. However, for some reason the government has not approved the H2-B visa yet this year and I fear that they will not. Even if they do, I fear that my fiance wont be able to return until June or July and I’ve already been waiting since November. I can’t seem to find any real information or answers. Does anyone know and real government websites with answers? Does anyone know what is going on with the H2-B visa? Any suggestions on how to speed this along? I am aware of the finace visa however I’ve heard that it can take 6 to 8 months or more!
Please, can someone shed some light on this very sad situation for me?
