The police are seeking new powers to take DNA samples for the most minor of offences, it has emerged.
Such a proposal could mean members of the public would have fingerprints, DNA samples, and footprint impressions taken for offences such as speeding, dropping litter, or even allowing your dog to foul the pavement.
The DNA samples would then be placed on a national database.
Currently the police are only allowed to take samples from individuals arrested for a “recordable” offence, usually a crime punishable by imprisonment.
The proposal has been put forward in response to a Home Office review of the Police and Criminal Act 1984, published this year.
A Home Office spokesman said: “The PACE consultation is about maximising police efficiency and ensuring that appropriate and effective safeguards are in place. No decisions have yet been made and any detailed proposals will be subject to a further public consultation next year.”
He added: “The DNA database has revolutionised the way the police can protect the public through identifying offenders and securing more convictions.”
In response the Human Genetics Commission announced a citizen’s inquiry into the forensic use of DNA and other genetic information.
It will particularly focus on the National DNA database, the largest police database of its kind.
HGC chair Baroness Helena Kennedy QC said: “The police in England and Wales have powers, unrivalled internationally, to take a DNA sample from any arrested individual, without their consent.
“We want to ensure that the public voice is heard on issues that people think are relevant.
“The Citizens’ Inquiry is likely to grapple with issues such as whether storing the DNA profiles of victims and suspects who are not charged, or who are subsequently acquitted of any wrongdoing, is justified by the need to fight crime.”
Aint it about time they started focusing on the real criminals rather than wasting tax payers money drumming up stupid ideas like this. To think if you have been caught dropping a bag of crisps and have to give DNA, you name will run through a DNA data base and be checked off against any serious crimes where they have found DNA. So remember if you have commited a serious offense and left some DNA there by mistake, make sure you don’t get caught littering

15 August, 2007 at 2:03 pm #281161I personally think that a national DNA database is a fantastic idea that should already have been in place ages ago
Just having the DNA of every person born in this country alone would be enough of a deterrent to reduce or stop a hell of a lot of crime, it would totally remove the chances of the worst form of fraud in existence which is paternity fraud and would make murder and rape cleanup rates skyrocket to unbelievable statistics
Which begs the question of who wouldnt want one?
People who want to rape and murder? People who think its a womans right to be able to commit paternity fraud? People who want to have decent chances of getting away with any crime?
Every inncocent person is potentially a criminal that hasnt been caught yet, only the actual innocent people dont need to worry about this
15 August, 2007 at 2:29 pm #281162This thread has been made sadly ironic since a man was murdered by a group of teenagers after he complained about them throwing litter on his partner’s car.
15 August, 2007 at 6:35 pm #281163On the flip side tho, if the government employed loads more litter collectors the effect on the economy would be immense and litterers would be making an active contribution to the economy
16 August, 2007 at 7:56 am #281164One policeman I met said that one method they used with low-level petty offences was to take the offender for questioning at a police station in a different town on the other side of the police force area and release them there to find their own way home. This sort of deliberate inconvenience would be a good method for dealing with litterers.
Better still, make them work for 2 or 3 days on a clean-up gang.

Paternity = childs natural parentage Mary
16 August, 2007 at 2:35 pm #281168Paternity fraud is the name given to someone knowingly misleading someone about them being the father of a child, the term is usually used when that leads to or is part of the reason the couple stay together and often results in the person not finding out they arent and werent the father till a decade or two later
Aside from the obvious financial fraud thats taken place many will have totally altered their plans and life, not gone to college or uni, not travelled, not done the job they REALLY wanted in lieu of a more predictable or better paid one etc etc
Its also the case that by the time the person does find out its often too late for them to father a child of their own which for many is a desire whether others agree with or understand the importance of it
A simple defrauding of a little old lady out of£10,000 with little to no other inconvenience can land someone in jail
But defraud someone out of severeal hundreds of thousands of pounds raising a child that isnt theirs and nobody bats an eyelid
Someone being deprived of their freedom or ability to choose their path in life due to an injury or some form of false imprisonment carries with it a very substantial compensation scale
Deprive someone of the same amount of years of freedom to choose by telling them someone elses child is theirs and nobody bats an eyelid
Thats paternity fraud, and local experimental checks in various schools around the country have found that as many as 1 in 4 kids in some areas couldnt possibly have been fathered by the person they are being told is their father, but on the basis of the pilot scheme the government decided not to go ahead with a national screening program for fear it might weaken the already crumbling tradition of marriage and families
