    A friends computer is not responding to system restore and he cannot access his control panel. he has lost the ability to use any of his programs offline, is it a virus as I don’t want to reload his comp for the umpteenth time, he can go online no problem but his system will not recognise basic command, His system restore is turned off, how do I turn it back on with it not accepting any thing offline, even a simple program like the games console?

    Have you scanned his pc with his antivirus software?

    If System Restore is turned off, there’s no point in turning it on right now as
    he has no saved Restore Points to restore his pc to.
    You should be able to access System Restore by right clicking My Computer,
    then clicking Properties. But I don’t think you should turn System Restore on
    until you’ve resolved the problem as you’ll only save corrupted restore
    points.

    Run the antivirus software and see if that finds anything.

    Has he thought about wiping the system completly and doing a clean install of XP? Then reinstall and run antivirus and spyware. Just an idea if all else fails.
