I presume you mean a Belkin USB card installed onto the motherboard of your PC. However I’m not too sure exactly what the issue is here.
Is the card properly installed and do you have the correct drivers installed???

He might be American. There and again he might just be semi-literate. Nevertheless he still has an issue and if he cares to post us some more details i am sure that we would want to assist him.
its a little device that sits inside a usb its not a card, its a belkin bluetooth usb adapter to connnect peripherals and computing devises, without cables..
