Some years ago now there was a hoo haa about you not having to pay a parking ticket if it hasn’t been stuck to your windscreen by the Warden. I mean, in situations like you driving off whilst your ticket is being written. In the olden days I used to wait for my ticket whilst politely chatting with the warden before he handed it to me then I drove off
That was probably the last time until recently I had a ticket. Years ago.

Then the hoo haa was that they can send you your ticket through the post.

Anyway, how does the law stand now? I drove off about 3 weeks ago now whilst the Warden was writing my ticket out. I keep expecting the ticket to fall through my letterbox anyday now.

    Anyone know?

From the “this is money” website:

They never put the ticket on my car
It used to be the case that if you received a Notice to Owner in the post, but no ticket was applied to your car, then you could appeal.
For a ticket to stand, previously it had to have been physically applied to the car. So if you return to your car and find that a parking attendant is in the process of writing a ticket, you could drive off without being pursued for the offence. The attendant might say ‘I have already started writing the ticket’, or may ask that you wait while he completes it, but you are not required to remain at the scene.

Note that this only applied when the ticket is being issued by a parking attendant. Police officers and traffic wardens can also issue tickets, although the overwhelming majority are handed out by parking attendants.

Changes in the rules for parking tickets in April 2008, meant that this defence no longer applies, and councils may now send you a ticket through the post. However, if this happens the first thing you should do is request photographic evidence of the contravention.

If the council cannot supply this, then you can argue the contravention did not occur. Check the photo carefully against the actual area. Has it been cropped to make it misleading, does the picture actually show a contravention, is it marked with date and time, does it definitely show your car? In many instances, there may not be sufficient proof.

i had a parking ticket a few years ago, i got back to my car about 15 mins late and there was the traffic warden writing a ticket grrrr , anyway i got in my car, started it and went to drive off, he stood in front of me so i couldnt drive away (yes i was tempted lol) i was parked against a wall so couldnt reverse either . so i had to wait for the ticket which he stuck to the windscreen so i had to get out and get it. i had asked him to get out of the way , i was very polite but he stood firm along with a very nasty tone of voice tuts.

i was so cross with his attitude that i wrote to the council and said what the traffic warden had done was tantamount to holding me hostage and i was very upset about it blah blah lol and i got away with it!!! phew!!

thing is , dont know if you ever watched the sort of ‘spy on the wall’ programme that ran for weeks a few years ago about traffic wardens? they have a target of how many tickets they are supposed to write out. so they have their targets too.
