The owner of the van is committing and offence by displaying a number plate with incorrect spacing. It should read WHO5 HAT, not WHO 5HAT.

No, but I know someone who is!
The van owner would probably only get told to get some new number plates with the correct spacing anyway!
However, “WHO 5HAT” is much more recognisable and memorable than WH05 HAT, so if the van is seen, say, clipping a parked car, witnesses will be much more likely to identify the van!!!!
Can you imagine the interview if it was invoved with something….?
Traffic cop: “Now madam, what can you remmber about the vehicle involved…did you see the numberplate at all?”
Witness: “yes…WHO 5HAT”
Cop: “I have no idea madam, I can’t smell anything….now about this numberplate…….”
